BUILDERS- A new provision to the Residential Energy Code was adopted by the City of
Austin and took effect January 1, 2008. Although initially the new standards were not
completely enforced, all homes built or significantly remodeled within the city are now
required to follow these standards. One of the main parts to the new ordinance is a 3rd party
energy inspection. This inspection contains six tests:
1. Envelope leakage.
2. Air duct system leakage.
3. System static pressure.
4. Supply air flow balancing.
5. Room pressure differential.
6. Pressure differential to outside.
After the tests are performed, the report is given to the superintendent, who then submits the
report to the city inspector to obtain their certificate of occupancy.Accountable Energy can
perform all of these tests as well as assist the builder in the construction process to avoid
inspection failures. If the home is nearly completed or has previously failed a test, we can
instruct the builder on how to make corrections to bring leakage rates or pressures with in

our Blower Door we can put your whole house under a vacuum, forcing air in through these
areas, we then measure the amount and find the location of the leaks. Since most homes
only have 4-5 inches of insulation in there attic it is essential to have this area inspected not
only for the proper amount but also for proper installation. Improper installation can result in
up to a 25% loss of the insulations effectiveness. Using an Air Flow Hood we can also
